TEXCAP is the main source of revenue for our association. Without TEXCAP revenue the membership fees would be much greater so your support of the organization, by supporting TEXCAP is much appreciated. When you agree to be a TEXCAP member, you agree to publish weekly ads at no cost to TCNA. You do however earn significant revenue opportunities in the process.
All of the revenue from TEXCAP goes back into the program to continue to serve members and make the Texas Community Newspaper Association able to continue to invite the best speakers, contract with nicest hotels, and food selections. Revenue also offsets all of the prizes, attendance drawing money and merchandise, and the best discounts possible to the participants in the TEXCAP program.

As a member of the Texas Community Newspaper Association, you are not required to be a TEXCAP publisher but the benefits of publishing TEXCAP ads are significant.

As a TEXCAP publisher you may sell ads in the TEXCAP network and receive 50% of the proceeds of those ads for your publicati

As a TEXCAP publisher you are eligible for the rebate program based on the amount of your circulation, the percentage of ads that you publish and the amount of money designated by the TCNA board of directors to be allocated to the rebate program.
As a TEXCAP publisher your membership dues will be waived.
As a TEXCAP publisher you will receive discounts on convention fees and other discounts greater than TCNA members.

TEXCAP Program.  The ads from TEXCAP are sold by either a Texas Community Newspaper Association member newspaper or an advertising agency. The seller has informed his customer the ad will run in the next available issue of the newspapers listed on our circulation map. There is a 2 week time frame to publish the ad should it be necessary to pull the ad for a space reasons on the first date you receive the ad. Because this will cause a decrease in your rebate percentage for that week an email should be sent to the TCNA office instructing us you did not publish, and will publish on the next date.
Only those members sending tearsheets or copies of their publication with the TEXCAP advertising inside will be eligible to receive a rebate for publishing.


You should make sure the person you assign to receive the TEXCAP emails is a responsible parry to carry out not only TEXCAP but all communications between your publication and TCNA. From time to time they will receive important updates, convention news, editorial submissions, and other communications that will need to be disseminated properly.
Should you receive an advertisement in TEXCAP that is contrary to your local publishing policies you are well within your right to pull that particular ad out of the submission and send a note stating the ad that was against your policy and you will receive rebate credit at 100% even though you pulled that ad.


All classifications are suggested. You may reclassify an ad to fit your local classified heading.
You will receive your ad copy in both Rich Text and PDF formatted for layout. Use either one you please.
All TEXCAP advertising is emailed on Thursdays by noon for the following week's publications. Only if you do not have equipment or you have a sudden technical problem can we fax TEXCAP ads to you. Please make a call and let us know of the situation and we will work with you to make sure you get your copy.


If you are not sending tearsheets weekly then from time to time you may be called to send a tear sheet to a seller or TCNA to verify to an advertiser that their ad was in fact published. You have the option to send tearsheets or whole papers weekly, or tearsheets only quarterly with TEXCAP ads highlighted. We cannot receive tearsheets for a half or whole year at one time due to the processing constraints at TCNA. At least once per quarter we will call for an audit of TEXCAP publishing (after date of publication). When we send you that request, we require that you send a complete page tearsheet of each publication and that will be the official audit from which the rebates will be calculated.


REBATES


Members publishing TEXCAP will receive semi-annual rebates upon meeting all tearsheets requirements in the following calculations:
A percentage of revenue from TEXCAP sales will be authorized by the TCNA board of directors and distributed to papers publishing TEXCAP by their *percentage of participation, circulation, *length of publishing membership, This is a lengthy process and can be expected by March of the following year of publication and by September for the first half of each year.

EXAMPLE: 200,000 circulation = 12.5% (Assuming that a total circulation in TEXCAP was 1,600,000 )
50% published vs. submitted = 12.5% X 50% = 6.25%
Your rebate would be 6.25% of the pool of available rebate funds approved by the Board of Directors at year end
